County Jail and Sheriff
Contact the government office that controls the record. The Kay County Detention Center is the direct line for a recent local custody question. The Sheriff's Office is the address for a focused written request when a durable booking, movement, liberation, or release record is needed. No official public records hours, dedicated detention request form, or county fee chart was located, so call before an in-person visit and ask how the office accepts requests.

Court and City Records
The Kay County Court Clerk supplies certified district-court records. Its office is at 201 S. Main, Newkirk, OK 74647, with mail sent to P.O. Box 428. Call 580-362-3350. Published hours are Monday through Friday, 8:00 a.m. to noon and 12:45 p.m. to 4:30 p.m. Online district-case research starts at ODCR.
Ponca City Police is at 300 E. Oklahoma Avenue and can be reached at 580-767-0370. The city publishes an online police-record request form. For Blackwell or Tonkawa matters, use the appropriate city police or municipal court, then contact KCDC only if the person was transferred into county custody.
